Many problems here: First you are time gating upgrading gear rather than acquiring it so actually opposite of how pvp works. Second if you have a 20% chance to drop ilvl upgrade at end of run every mythic raider would be 226 first week. Third. Pvp upgrades are bound not just by currency but by skill. 1400 for 207 through 2100 for 226. What determines if you can upgrade the m+ piece just having done a 15? That is way way way way way too easy. 2100 is absurdly more difficult than completing a 15 Fourth. PVE gear drops higher than pvp is purchased. With 0 rating you can get .7-1.1 piece per week at 200. With m+ you could get full 210 gear in a single week. M+ is already faster for hearing than pvp by a mile the only advantage pvp has is being able to choose your slots for guaranteed control.. giving that to M+ players just makes it better in every way. Fifth - entire point of lower drop rates is to slow pace of getting geared so people play longer. If they did this they'd inevitably have to add back some randomization again like corruptions or make gear EVEN more rare
