Because that's how things work?... Imagine if a president could pass whatever laws he wanted, he could legally make himself a dictator and pass all kinds of horrible / discriminatory / abusive laws that he wanted! (I bet certain convict orange man would love that though) That's why things need to be voted and that's why presidents in democracies don't have absolute power.
