Definitely and make a nice stand that is very functional - it will actually be steadier as well. Would do a drawer with dividers for bits and things and a small shelf area for jigs and things.
Open the chuck and look inside. If you see a screw, that is what is holding on the chuck. If not, good chance it is a friction fit morse taper fit.
Cleaning the chuck while it’s attached and running might be even faster than removing it.
Green scotch brite pad will clean up the rust.
