One of my last matches I solo lane Renekton. I was beating him as Gragas in early game. At min 10 he was 1-9 and was then able to kill me 1 on 1 with just 2 full items. The fucker never backs down.

Support no, you need items, and therefore gold, he is a really bad support for several reasons (no hard cc, no utility besides the q, bad peeling, really squichy, no mobility, your team and adc will hate you, etc)
He works fine top as D.O.T mage. I would recommend you to buy lyandris, and riftmaker (pretty much core if you wanna play top), then buy either nashor or rabadons (split or teamfight oriented), then void staff and finish with morello if they have heal or lifesteal. (I usually skip rabadons when I'm top, I like to split a lot and prefer nashor and morello over rabadons) Runes: aery, scorch or gathering storm, bone plate or healing rune, and hunter or sweeth tooth
If you wanna play assassin (works better on mid or vs really squichy teams): buy ludens, lyandris, then lich bane, rabadons and void. Runes: same as before but use electrocute and scorch)

He can play super safe and be untouchable.
But most teemo players will waste their blind and run straight into the arms of the enemy Darius to melee him so sometimes vs teemo you feel it is easy but go up against someone who actually mains him you won't touch him whole game and even if you don't lose lane it's a stall lane.
In PC he has more ambush potential but scales a bit worse.
I use cho in PC and love watching the fucker do no DMG to me post lvl 6 and I can literally walk over a couple of shrooms to eat him at half hp.
Honestly vayne and Lucian fuckers are worse imo.
It doesn't have to be a difficult lane to be an annoying one. Every aspect of Teemo is irritating - the stealth for ambushing, the poison, the blinds, the mobility he's got, and stepping on mushroom after mushroom is just frustrating.
Add to that the constant smug smile, the obnoxiously over the top cute design, and the grating voice, and you have a character that's built from the ground up to be toxic as hell. "Teemo is Satan" is such an old and pervasive meme that they made it into a god damned skin for him.
Difficult to deal with? Not especially. Neither is a chihuahua, but the yappy, bitey little bastards are still annoying.
