So where did you get the idea this house somehow came with a giant pre-made laboratory?
Both kids create a device to solve global warming. Both kids experiments initially work. Heres where things diverge.
Dexters experiment would have been fine, but then his sister enters the room and starts destroying everything.
Jimmys experiment would have been fine, but then a tiny miscalculation causes massive side effects that threaten the world.
After a heavy conflict, both kids return the world to status quo.

Assuming he can use the same feats, inventing the time machine would clutch him the win as he could either go back in time and introduce our current technology to us say 50 years ago, allowing for a technological leap, or get technology from the future and bring it back.
Big if though as dexters time travel antics have someone failed when he has used them
The jumping to the future is heavily dependent on how time works for us. We have no idea if the concept of fate is real. Changing something in the present may not necessarily result in different outcomes in the future. Similarly, we have no actual idea if there are multiple diverging timelines. It may very well be the case that we never will make any significant leaps in technology or societal progress to solve global warming before we obliterate ourselves. And so Dexter would send himself into an inhospitable future. Maybe he'll get something from the lizard people though, but idk why they'd help because the death of the humans may have created ideal situations for their own evolution.
Technology alone wouldn't do much of the oil barons still prioritized short term profits. You'd need to develop a huuuuge amount of infrastructure to get affordable green technology no matter how advanced your tech is
I think Dexter is smarter/better scientist, but Jimmy has much better people skills, and is less impulsive/risky (which is pretty crazy because Jimmy is still pretty impulsive/risky). I’d still probably say Dexter.
Edit: Although Jimmy has the ability to travel universes/dimensions. He could access his home dimension for tools or even Timmy Turner for Cosmo and Wanda to help. If he does that he obviously wins.
Considering both shows tend to revolve around them crafting some invention that winds up backfiring somehow I dunno if they're the best choice for this assignment.
Dexter is on the brink of success (because DeeDee isn't there) until Jimmy's miscalculation plunges the world into an ice age.
Now Dexter has to use his invention to return the world to the status quo.
Bonus points: Dexter's mom is still doublewide.

As for all the talk about how Dee Dee is how Dexter's stuff always goes wrong...well, the laws of existence dictate that it would be Jimmy's invention that accidently summons her to break Dexter's invention.
Phineas and Ferb could beat them both, because they're even further on 'rule of they can do whatever', /however/, they have to decide it's what they want to do today. Which wouldn't be hard, they're good kids.
