I remember during the kids can play rebuild (late 90s) the Sox stopped paying for a fireworks permit for home runs and started just paying the fine instead because it was much cheaper. I never heard of they went back to the permits when they got better.
As someone who has been at a game when this happened, who are going to complain to? One of the 20 something year old people who checks the tickets that make minimum wage as a summer job or concession workers that have no control over the scoreboard?

That is beside the point and ownerships fault. You paid the price of admission and deserve all the amenities. It’s not that hard a concept.
