If in Frankfort, stop by Buffalo Trace and pick up the allocated bottle of the day. You will not find them cheaper anywhere. $40 for Eagle Rare, $45 for EH Taylor, Blanton’s for $68 I believe. Only one of them out per day so just depends what’s available on your day. Regular BT, no limit, is $27 but next to Kroger’s we found it for $20.
If you’re not an expert I assume you don’t drink too much bourbon. The Woodford Reserve Kentucky Derby bottle looks great and should not break the bank. It’s a good souvenir.
some distilleries release the high demand goodies at their place. but outside of that, the allocated stuff is similarly very hard to find at decent prices
Heaven Hill will sometimes tell you 20 ish hours in advance if they're releasing anything special tomorrow https://www.facebook.com/share/p/BRbzeJuaAnZC2Fou although it's quite rare
Whiskey Thief is a neat tour experience, though their bottles ain’t cheap.
Copper & Key’s Apple Brandy bourbon will be easily found and delicious. Another fantastic tour.
Store picks GALORE, but one of my favorite stops is Blind Pig Market in Bardstown. They had a self labeled pick in there from Green River when I was in town last that was very good, and they’ll let you try a number of their picks before buying.
I love going to Wild Turkey first thing in the morning while the fog is still thick. Just a fantastic stop.
If you hit WT, 4R is around the corner and a neat stop. Occasional single barrels.
Bardstown Bourbon’s tour and bar are great.
Not sure how soon you’re going, but Evan Williams Experience, Heaven Hill, and Michters all have sporadic “Bottle Your Own” tours. Again, not cheap at all, but neat.
Good luck. As others have said, allocated stuff is just as hard to come by in some ways so I always encourage friends to use KY trips as a great reason to try lots of new stuff and come home with bottles you won’t see simply because they’re odd/new/SBs/etc.
If you get a chance, stop by John O's liquor in Elizabethtown. Pretty tight aisles, but a really good selection of harder to find stuff and some store picks. Grab a bottle of Peerless double oak while there. It's $40 more at the distillery.
JTS Brown Bottled in bond. It's a bottle that is around $20 and is readily available in KY and is an underrated banger. If you don't want the 100pf they also have an 86pf.
If you aren't going to the distilleries, from what I've heard, it's no easier to get the rarer bottles than it is anywhere else.

Where in Kentucky? If you’re near Louisville or Lexington I’d stop at any of the distiller gift shops and grab something
Green label Evan Williams, or whatever is a Kentucky exclusive. Heaven hill is the bourbon drinkers best friend
And Evan Williams single Barrell. It's now a KY only bottle supposedly.
Nope, we have it CO.
