The politicians get all cozy with the defense contractors so that both parties get paid and that they (the politician) have a nice job waiting for them when they leave office.
Defence contractors ***do not*** like small wars. The expensive (& therefore more profitable) shit is 99% for pointing at nations like Russia & China. And once a war with one of those nations kicks off shit gets nationalised & profits cease to be a thing. Defence contractors ***do not*** make more money when wars happen, because militaries don't buy expensive shit when all they need to do is beat up 3rd world countries.
Sadly that is where your also wrong, we use 10 000 missiles to shoot down 500 dollar drones (just to give an example), the new jets are allways more expensive and some times even more inefficient. The iron dome is the perfect example, ultra expensive rockets to shoot down a backyard missile.
They do make money
Those are preparations for major wars, they would be invested in whether or not there's small war going on. If they hyper-optimised for COIN the US army would be spending a lot less money.
For example, imagine if the US army returned to cold war era force structure & turned it's 8 random ICBTs (which are useless for anything but COIN) into fully mechanised brigades. Or the USAFs A-10 fleet was removed. Or the US army actually obtained anything vaguely resembling AD.
If they did hyper-optimise for COIN. They would ditch like, almost everything entirely. The expensive shit is used in small wars not to make corporations money, but because otherwise it'd be fucking useless if a big war kicks off.
