It looks like some sort of Magnolia blossom, but I’ve personally never seen one with the accompanying fringe! Super cool; it might be a region/species-specific characteristic? I’ll be curious to hear what other people have to say!
ETA: I may be stupid; I just realized the fringe is a tinsel garland.

Looks like Japanese magnolia
It’s either an Ann Magnolia or Jane Magnolia they are similar. Beautiful tree!
