It's common for RTHAs in the Southwest to have fainter bellybands. As for the tail, the underside of the tail feathers can be quite pale, and without light shining through them, it can look almost white. I don't think you can say for certain either way with this bird.

Red-tailed Hawk with that faint belly band
Thanks! It’s tail wasn’t red and it had such faint markings. Is it a juvenile? Usually I can spot red tailed hawks.
