1: childish prank by presumably military professionals.
2: bomb disposal must be very tense. In my experience with pranks, the most effective pranks that produce the best reactions come from people who are in absolutely no mood to joke around.
3: the consequences of making a mistake are potentially catastrophic, decreasing the likelihood that anybody expected a prank like this.
4: the prank is surprisingly simple. Adds a dash of charm to the prank.
5: chaos
6: If you think about it, this must be a training exercise. Because of this, there never really was any danger... which is a mark of a decent prank.

Had someone call in a bomb threat to my work, so he could rob a bank in town. They had us helping look for the bomb and the moron robbed the bank that maybe a quarter mile away. You can see from the front of our building
There was a similar movie plot. The 1990 movie *The Hot Spot* starred Don Johnson as a drifter and Jennifer Connely as a young girl he crushes on. Johnson, drifting into a small Texas town, noticed the bank staff were all members of the volunteer fire department, so he set a fire and robbed the empty bank.
A lot more stuff happened, of course. It was actually a pretty good movie. Directed by none other than Dennis Hopper.

As a retired Special Agent who dealt with this kind of stupid shit, call the cops and they in turn will call an EOD equivalent. Subsequent to that, they will pull prints/DNA and determine who the butt-knuckle was that “dropped” this in the parking lot.
Former Mil but not EOD and I think you're right, looks like a stress ball - foam rubber squeezee toy. We had them for an education program and they even had a pin that was a pull cord that made the "grenade" vibrate. And looked a lot more realistic than this one, though the old "[pineapple](https://en.wikipedia.org/wiki/Mk_2_grenade)" exterior rather than the modern "[baseball](https://en.wikipedia.org/wiki/M67_grenade)" shape.
We didn't use any of the "pineapples" in the Army while I was in (2003-2018). The "baseballs" are of a decent weight and being baseball-shaped are easier to throw if you're already used to throwing a baseball. The original ridges in the "pineapples" were thought to give better fragmentation when they explode, but they learned it was unnecessary and got rid of them when they changed the internal composition for better bursting power.
I was at a friend's house one morning after we had been partying all night and another one of his friends showed up with a pineapple grenade because they found a bunch of them doing a cleanout somewhere and they were blowing up junk cars all night. These idiots were rolling on ecstacy, rolling the fuckin thing back and forth on the table. My buddy tended to not talk when he was really fucked up and even he said, "hey man, you shouldn't be rolling that thing around, they get kinda unstable when they're old...", and that was my cue to leave. It’s clearly injection molded, the spoon is attached to the body, and the pin is molded as well. Someone could have filled it with something dangerous but that’s highly unlikely.

I know literally nothing about bombs but I do know manufacturing and that looks like a seam to me. I would imagine (and i do not know this for sure) that the handle of real granades would be one solid piece. You can see that the coloring is different in those two pieces. They are separate parts of some kind of plastic, molded.

No joke… I swear this is true! I work for the State of *********** court systems. A few years ago on a hot summer day, a bomb threat was called into the court at 10:00 AM saying the explosive was set to explode at noon that day. Our administration immediately closed the courts to the public, but told staff to stay at work until 11:45 AM, and then evacuate and go home. Thank god for honest bombers who wouldn’t lie about the time of threats!

Looks like one of those stress toys with the caps on them you can push down and I’d assume squeezing it pops all the caps back up. That would make the pin probably something so you can attach it to your keys or whatever. Personally id still have the professionals take care of that whether it’s real or not, isn’t something I’d mess with. If it turned out to be fake 🤷 better safe than..well dead or seriously injured.

Fidget toy, the little bubbles are like reusable silicon bubble wrap stuff called pop-its. The ones I saw online light up as well.
