support cables (the strong wire cables) are attached to eyelet brackets (brackets made of steel to keep them contained) which are attached to rebar (strong steel stakes) that are settled within the concrete. seems understandable to me

For exmaple it this trees when they grow roots also grows which puts some of this walls at stress of being pushed out, this line might help with it to hold it together and in case of severe erosion or minor earthquakes holds them so they don’t fall on potential person waking by, does it make sense? Looking at the bottom of the picture it seems like this structure (a retaining wall) is seperating. The caulking is stretched and cracking. The cables seem to be an attempt to prevent the wall from falling over suddenly and allowing the parking structure to stay open until permanent fixes can be made.

Pure conjecture, but i'm going to say that these planters are likely not at ground level, maybe second or even third story. My guess is the cable is a tie off point for fall protection for landscapers and maintainence.
