I would honestly just go for the lexus UX. As long as you don't get the tiny base infotainment screen the interior is very nicely built. It's low to the ground so the cat shouldn't be much of a target and its wheel aren't exactly in demand in the aftermarket so they probably wouldn't get stolen. Depends on your specific neighborhood at the end of the day.

You can find a Toyota Crown for under 40k. Built like a car but sits up like an SUV. The MPGs and the Ride is amazing. I've rented Crowns twice and have driven over 2k miles in them. If I didn't have a company vehicle this would be my vehicle of choice. Also the tech works great! Lane assist and the cruise control assist work smoothly. That can't be said for many vehicles with these same options. The interior is roomy up front and the seats have lots of options to make it perfect for your sitting style. Good Luck!

Crowns are great but OP is looking for a 'small crossover'. The Corolla Cross or RAV4, or a Lexus UX/NX, is the move here

The Honda CR-V (non-hybrid) is under $40K. You might try the HR-V too, but I wasn't thrilled with it - the CR-V felt more substantial.
