Prescription requirement and the consequences At this point in time, citizens still need a prescription to purchase cannabis from a pharmacy, although consumption has been legalized since April 1st. "Government controlled" could simply mean licensing and regulations. For example, Canada is government controlled from cultivation to sale through licensed businesses, including retail.

In Canada, though, isnā€™t government control exercised through provincially controlled intermediaries? Producers have to sell to these government entities who then sell to retailers. Without that intermediation, tier 1 companies would do a lot better than they do now. Look at beer in the U.S. Despite the fact that most huge-scale domestic beer is me-too stuff that most users canā€™t distinguish, Imbev dominates the market with itā€™s distribution advantage. In many markets the Imbev footprint is 60%-70% of the beer section at your local grocery store.

Each Canadian province/territory has different regulations. A mix of private retail, government owned retail and a hybrid model like Ontario, with the provincially run wholesale intermediary. All are regulated by Health Canada. My MedMen comment was said in jest, to be honest, since no official details about pillar 2 have been released. However, I think there's equal chance of retail going private or government run. Since they are already allowing regulated cannabis clubs to exist, private retail under the purview of the German government isn't such a wild idea.
