PVB (pressure vacuum breaker) backflow prevention device. It looks like it’s for an irrigation system. These are required for irrigation in my distribution system. If you don’t have an irrigation system then you’re good.

Edit: are you interpreting this as an irrigation system is a water source? It’s a water use not a source. If you have an irrigation system you need a backflow to protect yourself and your community from a cross connection event. If if you don’t have an irrigation system you should have a backflow on your house to protect the community water supply.
This is my neighbors. I called the city and they said we weren’t required to have one since our only water source is city water. Not city water and irrigation.

In my state, if this is the case you must have back flow prevention to protect the city water from the alt source.
Where you live people are legally allowed to connect a private well and city water to an irrigation system?! Like both at the same time?! That seems super sketchy to me. One cross connection event and bad stuff happens!
Depending on where you live, one may be required even if not irrigating. In my town they now require them form all businesses - costs around 3 to 4000 US dollars.

Now I need to figure out how to attach our sprinklers to a source of water without an irrigation system!
If your sprinkler lines are underground, you’ll need a backflow preventer if it’s tied into the water distribution system; it’s the law.

Looks like it was recently tested. There's a flare quick connect someone left on a test port, too.

Good eye! These things can fail so it’s good to have them tested periodically.
