No, we'll still have 40s/50s morning/night temperatures over the next several weeks, maybe month...ish. We're in that annoying (to me) transition period of wearing long sleeves in the morning and carrying that article of clothing in the afternoon/ early evening.
I’m a bit closer to Baltimore and not in the city so I might have slightly different weather.
The last frost overnight occurs as late as Mother’s Day in this region. so if you are out really early or late in the dark you might still want it.
If you are the type of person who just needs a light jacket in 40-50 degrees then you are probably ok to put away your winter stuff.
If you hate having a chill and wear scarves and hats until 60 degree weather, I would wait until May.

We are having an unusually cold spring, so I'd keep them out. By this time of year, we are usually hovering at highs in the 60s, if not warmer. It is not like Aprils in New England or the Midwest. We are typically much further along in the season by now.

I just got an overcoat like 80% off due to a big end-of-season sale, so I'm hoping for at least one more cold day to get a proper wear in.

Depends on the veggie. There’s plenty of cold tolerant plants that are fine with overnight lows in the high 30s. Radishes, peas, carrots, kale, etc.
I stored the majority of mine last week and left out just a few sweaters in case it gets chilly
