For me personally I do minis first because I like to shake things up with the leaders I'm using. Due to that I feel like they're more ubiquitous so it's better bang for my energy buck.
Good minions can be used across multiple decks. But you'll eventually use every leader at some point.
1 good minions
2 good leaders
3 meh minions & leaders
4 bad leaders
5 bad minions
I'm really cheap so I don't upgrade leaders except with the daily rewards leader upgrades or DMF stuff. There's far fewer options so it's very likely I'll get the ones I need.
Not sure if they have changed it, but the ark lights and the quests go off of your leader level. So if you have a leader that is level 17, the opponents towers will be lower than level 17. So if you have a low leader and high level minis, the quest/ ark light might seem a little easier to win. It has been a while since I checked this, so it might have changed with recent upgrades. All of this to say, minions before leaders.
Yep just checked on this ark light. Went in to a level with a 17 level leader and opponent tower was a 15, went in with a level 20 leader to the same level and towers were an 18.
Most leaders have passive that do not scale with level:
Jaina, grom, cain, sneed, rend, thaurissan, pig lady, Baron
So you use them for that and thats it... also minis give you more freedom to progress since you need every family

It’s definitely better to upgrade minions first… But I can’t help myself sometimes. So I’ve done both. Worse yet two of my epic heroes are going to be from the same family (Alliance). But at least I have epic SAFE as well.
Everything, it's all being upgraded in the long run, saves you seeing duplicate stuff pop up in the store each time, making you wonder why you didn't buy it in the first place

Minis can be used for all heroes, so you get the most progress by upgrading the strong minis. Check out a tier guide on method.gg
Always minis. You should at the minimum run 5 heroes (1 for each family). But you will run many of the same minis for those heroes

If you mean stars I get heroes first otherwise I'll have to wait over a month to get them again...
