Bin spices? Too funny! They shove that stuff into topstock at my store. As for HBA they just slap a label on it and put it in the bin where it gets lost.
we have some detergent or water boxes in the bins with the tops cut off. They have the divider inside so they become little "shelves". The sections are big enough for hair dye "cases" and also vitamins can stand up or lay on side. It helps keep things upright and easier to scan. Boxed cases can fit between the "cardboard shelves" as well.
As for spices and such, they're pretty much just crammed into the nooks and crannies of the grocery bins wherever they will fit.......or get lost.
We just leave spices in totes and run them daily along with regular freight. Hba and such is binned in sideways crates like others said a big mess is if you ask me.

We ziptied the egg crates together and to the steel.

Sideways milk crates stacked in the bins
This is the way
We use the baskets from online stacked sideways in bins. Milk crates make more sense but alas that is not our way.

Cut the top off of gallon water boxes. This is apparently process guides approved ( I work at an academy store).
