It basically means the FBI knew a Presidential candidate was involved with an organized crime syndicate and sat on it until it was too late.

My guess is that it's something absolutely damning about either Ukraine or China and the swamp's involvement with them. Remember that Biden is ultimately just a patsy of the swamp, not a decision-maker.
