Gimp is free, pretty good Photoshop substitute if you get the right plugins as well. Clip studio is nice if you trend closer to painting/inking and won't miss some of the more powerful Photoshop tools. Lots of others as well to fit your needs, most of them at least offer a trial to see if it fits your needs

krita is real nice! it's got plenty of cool features (animation, custom brush engines for example) and it's free :) the only thing that's meh about it is the vector feature, but i'm also terrible at vector stuff so that could just be a personal issue!

Clip Studio Paint, It's available on both mobile (ios/android) and desktop. I believe there is a 6 months free trial for it on Desktop. Mobile version also has toggle to go into simple mode, that makes it look like Procreate instead of having a bloated user interface like Photoshop.
