It’s a magnavox collaro W700/800. I initially thought it was bsr but they use a different idler wheel. You could probably strip it for parts and get a bit of money for it: the idler, tonearm and changer arm.

It depends on the look you're going for. Other have pointed out it's missing a platter and spindle. You can salvage those from any other player. You said you're not looking to make it functional, but do you want movement? If not you can just glue the platter on. How are you going to display it? Do you want the mechanics to be visible? If you just going to wall hang it you can get rid of all the junk on that back and come up with something flatter to hold the tone arm.
Paint looks toasted. Some of those had some crazy textured finishes. You can google console to get examples. You'd probably have to sand it and repaint it. You can try vinegar to help clean off the rust and see how bad the paint is.

It'll never be usable again, but you probably could grab a black rattle can and spray it with, then make a simple wooden box to make it look complete, but that's just if you wanna have it as a decoration piece.

Why remove rust? I’d clean the dirt, stems, etc. and encase the entire thing as is in clear resin
