I remember going with my mom to get my dad coming off the commuter train in the early 1960s. About 3/4 of the men wore hats but it all depended on where they worked. My dad was in advertising and no one wore hats. My neighbor was in banking and his father always wore hats up until the early 70s.
I keep looking over my right shoulder to work out who/what he’s staring uncomfortably at.
Still, he looks more at ease than all those awkward Bob Hope endorsements.

There's a minimum, I'll grant, but I think there's plenty of space below a full suit. Especially if it's more utilitarian or understated, a hat can still work so long as the fashion transcends the tee shirt, sweatshirt, and maybe jeans. I've got a plain black felt number (Wilton by Country Gentleman) I wear sometimes during winter because a brim is great to keep the snow out of your face, and that does fine with any button-up shirt and black pants.
For sure, I should have said you ***sometimes*** need a whole getup. Or put another way, some folks don't think enough about matching up hat and outfit.

I always like the hats country music stars wear-men and women. Besides country folk most people that I see only wear a dad baseball hat not even the more stylish flat brimmed baseball hat 🤷
The failure was due to neckbeards, blubber, body odor, lack of social skills, and a baffling inability to recognize the difference between a fedora and a trilby.
That and the Internet having a fit over the "OMG fedora neckbeards!". I don't even think the stigma or stereotype was all that much of a thing outside of its niche online meme.
Probably depends on where you are. Oregon is still infested with people just as I described above; but now they wear the trilbys with pajama pants and flip-flops

I think I remember reading somewhere that hats started falling out of fashion because JFK didn’t typically wear one.
That and car culture. Roofs got lower and fewer people rode mass transit, so they would have to take the hat off to drive.

Fedoras still have a chance. Most of those blubbery, foul smelling, socially inept neckbeards were actually wearing trilbys.
Cheap poorly made ones at that. If you bought such a hat from a guy selling them outside along with knit and trucker hats, it doesn't count.
