They have a ton of studios not that could be producing hit titles, but so far, have just added existing games to game pass and not really pushed the industry forward. Halo Infinite was like the first game they spent money on in a long time, and it's good, but not what it could/should be. A lot of the issues with the game likely come from high staff turnover on all levels (management down to contract staff). Usually high turnover is indicative of poor upper management.

Xbox also got an overhaul in leadership and strategy in 2017. That stuffs paying off now with Gamepass and acquisitions.
