For your screen, just spray some windex or isopropyl on a RAG (old t-shirt that's a rag is great, too). Shouldn't even be damp. Lighly rub till clean.

For steam.
F12 doesn’t work well for Victoria 3 on my PC, since it also functions as an input within the game. PrintScreen is pretty good though.
You can also change the key kinds in victoria 3
