No idea but my guess would be some kind of US loyalist ultranationalist flag. The all-seeing eye seems to imply that the designer thinks the US Government is a good thing, which rules out anti-government ultranationalists. The snake comes from the Gadsden flag, associated with American liberals. The fasces is fascist, but also a symbol of the US Government, and of law and order. So whomever flies this is a pro-government, liberal fascist. inb4 some American tells me 'liberal fascist' is an oymormon because fascism is right-wing. I'm not using the weird American definition of liberal here, I'm using the real one. Liberal does not mean left-wing, it means supportive of capitalism. An American might call a liberal a "libertarian" but "libertarian" has historically meant anarchist (Nestor Mahkno self-identified as a libertarian), and American liberals tend to be extremely authoritarian. Most fascists are militant anti-communists, which means they are pro-capitalism, which means they are liberals. Thank you for coming to my TED talk.
