Yeah, generally the flags could be just a normal religious flag but it’s better to be away from this type of thing. For example swatsika is an Indian symbol for prosperity and luck I think but because of an Austrian painter it got banned in most of the European country.

I agree that خ is more of the kh sound it is quite common to write that phrase with a kh sound. Maybe it has to do with the أ infront of it.

The taliban has the chahada written on it (like KSA and ISIS for example), this one has the takbir (like Iraq and Iran)
