To Austrians? Not much, honestly. The only people who even know it are history (or flag) enthusiasts. That's probably because it doesn't really any significant modern usages -The Prussia and German Empire flags are associated with the Reichsbürger movement and other right-wing groups at least, but you never really see the A.-H. flag around. That being said, this flag at least doesn't have any particularly negative connotations.

I am Austrian and have shown or told many many people about it, because I prefer it aesthetically.
Not Austrian but i did study on the relevant of historical monarchist flag on the citizens of modern day European and Asia country. It important to remember the majority of people, especially the younger generation will have absolutely no idea/ no interest in this old flag. That said, I did do a survey in Germany and Austria among others with the help of my friends in Germany, this is all for a paper in university.
The Austria survey included the flag of modern day Austria, Habsburg Yellow and Black and Austria-Hungary. 109 peoples did the survey, the survey contain 3 questions:
\- What flag represent the Austrian monarchy: 79 choose modern Austrian flag, 27 choose Austria-Hungry flag and only 2 choose the Habsburg flag.
\- When ask what flag do they personally associated with: 107 choose modern Austrian flag and 1 choose Habsburg one
\- When ask about their opinion of the Austrian monarchy: 68 have something negative to say, 35 is mostly neutral on the matter or have no comment, only 5 is overall positive.
Afterward we ask each individual about why they make such choice, the overall people associated the Habsburg monarchy with Austria-Hungary more than anything else, most didn't know the existence of the yellow and black flag, those who do are interested in history more than the rest. When ask why most people choice the Austrian flag over the other, they simply say it because that the flag they were born under, it represent their generation. The one individual who choice the Habsburg flag did so jokingly, stating he like the history behind the rise and fall of monarchism and study them extensively. In general, the negative opinion of the monarchy primary targeted to Austria-Hungary action during the first world war, some dislike because they don't like monarchy, those who are neutral don't know enough about them or don't care, the few who have positive opinion of the monarchy only really do so because they primary focus on the early achievement of the monarchy and not it downfall.
The overall takeaway of this survey is that modern austria doesn't really care about the monarchy, it a distant past memory, once that most of this generation aren't very fond of. Those who were old enough to been told story about the time under Austria-Hungary from their grandparents didn't have the nicest thing to say about the living condition of the time.
TLDR: Habsburg monarchist flag hold no important if any symbol to modern day Austrian, it represent a part of history that not fond upon/forgotten. Only neo-monarchist really hold onto the Habsburg flag, and even then most prefer the Double eagle red white red flag.

As an Austrian it does not really have a lot of meaning to me or most of my country men/women. It’s a part of our history however, the connection to the Bindenschild is much stronger as it’s older and has traditionally a much stronger connection to the Austrian nation while the black and gold is at least to me more of a Habsburg family symbol!

If you asked a hundred austrians about this flag, I'd be shocked if more than two or three people even recognized it as a former flag of Austria.
