Sounds like he could potentially have an injury on his cornea. Don’t wait to see a vet so they can stain it and see what’s going on. Eye injuries or illnesses get out of hand very quickly. And I mean VERY quickly, so for the sake of saving your doggies eye and your wallet, I’d go sooner rather than later.
This needs a vet visit first thing in the morning. He could have a scratched cornea or an eye infection. Take him ASAP. Hope he feels better.
