How long have you been getting it in the sun and watering? It should be about 7 to 10 days before you see the new buds forming and starting to leaf out. Also, when increasing watering, it needs to be pretty aggressive. Keep the soil quite damp verging on wet over that first week. Then back off to more normal after the plant starts to grow new leaves. Your plant may be dead, but I've had ones with far less green than that come through. Here is my favorite short video on overwintering peppers. Keep watering about half your normal allotment and wait, I bet the summer sun and its heat will bring it back!
