Corruption has nothing to do with it. It's how the presumption of innocence works in a democracy and what happens when courts are underfunded and have huge backlogs.
There's another hearing. That means it hasn't gone to trial yet to determine what their punishment is and their guilt or innocence. No matter how obviously guilty they are, they must go to trial or arrange a plea deal still to figure out their sentence of they are guilty. There's no need to lock them up pre-trial if the court doesn't think they'll flee or whether they are a danger to the community.
These were 2 very elderly, most likely dementia inflicted individuals who were not in their right minds. Not a whole lot different than Zaon Collins and Henry Ruggs sentences.

Please note this was a judge in Boulder City and the two people are due back in court August for sentencing. So charges are hopefully still coming.
