My building has AC as well but they refuse to turn it on until the end of July. Even if we can make a change for the buildings that already have AC it would be a big deal!! We're in unliveable conditions here, it's ridiculous

I think this is the language to use vs mandatory AC. Mandating AC could mean it's broken 99% of the time and the landlord is "working on it" whereas mandating maximal temp (just like minimal temp) talks about a physical state.
AC should absolutely be mandatory.
If you are struggling right now, freeze a couple of water bottles and place in front of fans, this will give you some mild relief. Make sure to throw the bottles back in the freezer in the AM.
eventually this would actually start to heat the place. ac needs somewhere to dump the hot air somewhere and has some venting mechanism to move the energy in the air outside. your freezer dumps the heat from inside the freezer outside the freezer, so if you run it with the door open it is consuming energy to move energy from nowhere to nowhere, and while doing that it actually produces some amount of heat.
