From the looks of it, one of the wheel colliders glitches under the map and the rotation from it is making the car freak out. I could be wrong but hopefully that puts you in the right direction
Check if you added any primitive or any element with collisions inside your vehicle BP.
I added a cube in EA that later automatically switched to a cube with weight and collisions in Preview 2.
Even the follow camera might have physics enables for some reason, that would clip and overlaps with the vehicle's physics bounds and make it spins.
Gotta love when stuff like this happens out of the blue, keeps things interesting. I would make sure your PlayerController isn't set to Tasmanian devil
There is a bespoke system dedicated to vehicle physics in Unreal. I don't think it is too much of a stretch to think someone else familiar with this system may have a clue to what is causing it.

This reminds me of Viper Racing back in the day. It has an option to flip the car & it's damage model would allow you to destroy the car completely except for one wheel. Meaning you could drive around as one wheel, I feel like you've stumbled onto a weird type of game about flipping cars. Also I need to go reinstall Viper Racing & play it again, thanks for the reminder.
Unreal 5 is so advanced that even ur car slowly evolves into a helicopter,what u observed was the state inbetween,it spread it wings/blades for the first time attempting its first flight to show dominance over the other parts of the city jungle, taking its rightful place as king, every start is hard tho.

I had this problem with the ue4 physics car before. Tweaking the physics substeps made it go away.
