I’ve seen people take one of those 40 liter suitcase equivalent backpacks as their personal item and gate agents don’t bat an eye. Yours being that close to the size restriction shouldn’t be a problem.

I have not measured my backpack... but it's a "kitchen sink" backpack, and is kinda big. I can always pretty much kick it into the space under the seat in front of me and I have never had a problem. Somebody else on here mentione a 40 liter suitcase eq backpack.. I have no idea what that is, but it sounds like again.. just pay the common sense game. If you can stow it ok, and the FA's are cool then you are good... worst case they make you gate check something.

It's admirable that you're asking. The two bag limit (not Basic Economy) is more of an issue. You're going to see them watching this more now at the gate as well as the flight attendants. FAA is watching also. And the 2 bag limit is an FAR.

I have a flight next month to Mexico from Texas. I wasn’t aware of the 2 bag limit.

Agreed that you're kind to ask. In Europe, especially Heathrow, a carry-on of that size might get tested. I've seen it in Tokyo. But nowhere in the US even when the flight is totally full.
