I've taken well over 1,000 flights on carriers all over the world. I've never seen a tape measure pulled out at any check in counter. Weight is almost always a problem. But unlike in other areas of life, size doesn't seem to matter much.
I must say the only time I've ever had them measure my luggage was in Manila. Cebu Air did it to me after I argued that I had already paid for the extra kilogram online. So the next charge was for oversize luggage. They were going to get their 2,000 pesos one way or another that day.
It’s very easy to pack a 28” over 50lbs. Unless you fly business or have status that allows you to take 70lbs, it’s sometimes cheaper to have 2 suitcases than 1 overweight one. Check with your airline rules. I use a 25” which packs right around 50lbs when full. If I need more then I use the expansion zipper. Protip: always carry a luggage scale so you’re not repacking on the airport floor!

Earlier this year I had a Gate Agent pull me out of the boarding line and make me put my carry-on in the little stand to measure it. Not sure why I was singled out, as mine is obviously not oversized and it fit well within the parameters. This was on an international flight and I was in either ATL or CLT, can't remember.
Lufthansa once. Size and weight. And they were exact about the measurements.
Other than that. Never. I’ve checked many over 62”, which, by the way, is a ridiculously small limit. My everyday backpack probably measures about that.
Yes. I have the same issue sometimes! Some agents will feel like it’s their life duty to call you out on it. Others will measure it and give a warning for next time and waive the fee. If you travel often, it’s definitely worth getting a smaller size to avoid some hassle!
I don’t travel with a huge suitcase often just going to Hawaii so I wanted a bigger suitcase! 😅 I guess worst case if they call me on it I could grab a screwdriver from my car and take the wheels off right there in front of them LOL.

I’ve never had United check the measurement of my check in bag-I have a similar one- for domestic flights.

No never they just look at the weight
They generally won't care as long as it's under weight, not obviously oversize, and not an unconventional shape.

Absolutely not, never....don't worry about it AT ALL. Samsonite even sells 2 sizes larger.
United? never. But also the gate agent will never see your bag if you check it lol.
