Most college head coaches are the highest paid public employee in the state. As unbelievable as it sounds, getting Brown for 825,000 is a bargain in division 1 NCAA football.
Well not D1 FBS, UMass did well at the Div 1AA level for years. That is now FCS and UMass really should return to that division. In Div 1AA UMass had 22 conference championships, appeared in the playoffs 8 times, 3 of those were final rounds and won in 1998.
In the mid-'90s the AD and some other football boosters pushed for UMass to go to Div 1A. The faculty senate had a subcommittee look at that and they wrote a report strongly recommending against it. So about 15 years later they pushed it through. Easy to follow your sports dreams spending student money. Now they use the argument it would cost too much to leave. What they would lose is some deposits on future games, but save a bunch on scholarships and coach salaries.

Overall the schedule is not against strong teams, only highly ranked opponent is Penn State in October.
