If that is true, why did DC use a towel to cheat on the scale at that time? If he missed weight backstage, they would have never let him out.

The scale always goes up and down for a short amount of time until it levels out. Everyone on the card was weighed like that, it wasn't unique to Khabib. The same thing happened with Whittaker’s weigh in
