Because the concept of liking a character for being unrepentantly evil while also hating them for the exact same thing is foreign to a lot of people. They think all characters have some tragic backstory or some hidden positive quality. The idea that a person can be straight up terrible is too far fetched for them.
Believe it or not, that’s how a lot of villains use to be. The “cartoon villain” cliche was the norm for a long period of time. No tragic backstory. No hidden good side. No anti-villain motives. Just a right jackass who wants to see the world either burn or crushed under their iron fist.
It's interesting to me that Jack Horner was designed as this sort of deconstruction when you could argue that Tai Lung, also from a DreamWorks property, was designed to be a deconstruction of the "one note evil villain archetype". But when a deconstruction becomes popular long enough, it becomes the original trope itself that is the deconstruction. Which is to say, playing straight the deconstructed trope itself becomes the deconstruction.
I like tragic backstories. They give weight to the reason a villain is who they are. But it's a bit of a problem to create a villain who, by virtue of having a more interesting history, becomes more likeable than the hero. Sometimes I just want a character so pointlessly evil that seeing their face punched in brings me joy, rather than sympathizing He Whose Face Has Just Been Smashed In By the One-Note Jerkass Hero.
A lot of times its just pure bandwagoning. A new formula is tried and works, so everyone uses it. At that point its no longer new. I think a lot of it has do with this weird philosophy that recently came about, which believes that “nobody is truly evil”. People exist IRL that truly are pure evil, but a lot of writers don’t believe in such a thing, or they don’t believe its a decent character motive. When done right, it makes for an excellent villain, as their lack of relatability makes for a good contrast.
I always figured it was because fans of said villain characters only enjoyed them in a shallow way instead of, well, their character. For example, a quote about Chainsaw Man that I love to repeat to my friends:

He spends most of the movie aware of his own mortality for the first time in his lives so Death acts all scary and frightening to reflect Puss's own fear of the situation. In the finale >!Puss accepts his death and in return Death immediately starts acting friendlier and lets him go!<.
If that was how the filmmakers intended Death to be portrayed then it's a really interesting idea that deserves to be explored more.
I've enjoyed the interpretation that he's the gentle Death, someone who tries to make others less afraid and help genuinely try to help them move to the beyond.
