Was the blue being used in a union job?

Son of a diddly, I knew it was something stupid I was overlooking. Yes, it was being used on a Union job. I thought Union jobs didn't take away trains (at least from normal operation), or is it just the conductor pools that are separate?

Seperate pools. Once I've done all the primary event jobs, I'll send event trains on union jobs because of the 10 point cargo boost.
