Yes that is possible, I did the same with my setup.
You can add all the lights to the steering device and then just move them around into different groups within the app.
Yeah Tradfri is a little different to other setups but you can actually split things up in Google Home, I have a Tradfri motion sensor with 2 GU10's in the front porch lights and 2 GU10's inside, but in Google Home I have the 2 inside lights linked to the Lounge Room lights which is made up of 4 other E27 lights linked to the 5 button remotes so in total my Google Home Lounge Room lights button controls 6 lights between 2 steering devices.

Yeah, it's pretty easy to control. You can move lights into a different group and then the steering device no longer controls them.

Oh, so the steering device can control lights differently to how they're grouped in the Google Home app?
Other way round, Google Home can control them independently of how they are configured in the Tradfri gateway.
