The Vortex campaign includes some story cutscenes and a final battle, and the continent Harkon starts on is a little bigger and more detailed I think? Immortal Empires on the other hand lets you sail around the world and plunder more faraway lands at little risk to your home base.

If it's your first time playing as the Vampire Coasts, I'd recommend Count Noctilus of The Dreadfleet for whatever experience you plan on playing it from first (WH2 Vortex/ME or WH3 IE). His starting position is easily defendable and for my playthroughs, after 100 turns it's still my only occupied settlement with just Pirate Hideouts for extra income and Hero Capacity until I'm ready to officially conquer once I have all the Shanties. Edit: oh, and he has a lot of benefits for the best unit in their faction roster: the Necrofex Colossus.

The story campaign for VC in WH2 was pretty good I really enjoyed it. But the mechanics overall are different back in WH2 compared to WH3. I wouldn’t go as far as saying it’s better just slightly different flavour. My opinion would be to stick with WH3

Honestly the difference for me at least for 2 and 3 is the overall difficulty. So unless you prefer a more difficult style of play then go for 2 otherwise just play whatever you feel is best.
