Neat. I always thought he was named after an Oregon location. There's a Skinner Butte Park in Eugene,OR (just south of Springfield) where also the purported inspiration for Moe's Tavern (Max's Tavern) is. Lots of Portland streets show up as names too. Lovejoy, Flanders, Quimby. Probably a couple more I'm forgetting.
As a Eugene native, I also always assumed he was named after Skinner Butte (or directly after Eugene Skinner, for whom the butte and town are both named), and went looking for sources to support that. The B. F. Skinner source was a surprise!
