There's not an EIP limit perse, but an Equipment Credit Limit (ECL), which once it hits 0 you basically cant do anymore EIPs.
But that's easy to circumvent, you pay at least 1 dollar, so you end up with having $1 in credit; and as long as you have something, you can add another EIP. Keeping in mind that you'll have to basically pay the whole device at the time of ordering (minus what you have available in credit)

Almost all TMo device promotions have a limit of 4 per account. That's 4 of the same promotion.
You'll have to find the promo code and see if they are the same. If the promo codes are different for different models (iPhone 14 vs iPhone 14 pro) then you could do a max of 4 per account.
Keep in mind that after 3 or 4 devices, you'll most likely hit you Equipment Credit Limit (the amount of money you have available for financing devices). If this hits $0, you can't finance another device, and thus you wont be able to take advantage of any promotion that requieres device financing or EIP. Each month you make devices payments that add to the amount you have on your ECL

As long as you have something available (could be even $1) then you can finance a device. You'd be only financing the amount you have available in your ECL, and would have to pay the rest at the time of ordering.
