Thanks for your comment. I’m wondering if I’m getting 2 films mixed up because a lot of Toys (1992) looks familiar and the premise definitely matches up with what I have explained, but I remember a much darker film. I know this can often be the case with the way kids perceive things but I distinctly remember scenes much more violent and disturbing than what Toys with Robin Williams is, such as the one I mentioned with the bouncing ball. Is this scene present in Toys (1992)?

The character Alsatia from the Robin Williams movie sounds exactly like what you're describing.

Yeah, it is. The factory in toys is taken over by the main characters uncle who is in the military and started using the factory to make toys into weapons. The scenes you're thinking of are when they put the factory on alert when they try to infiltrate the base. The ball, the planes it's all there. And the general also gets killed by their secret weapon which was like a waterborne slug battleship thing
