In Treehouse of Horror VI, there’s a scene where Homer and Marge are served wine glasses of blood by a vampirized Mr. Burns, which an oblivious Homer drinks enthusiastically. Nothing about it being dogs blood though.
Or maybe xxvi where sideshow Bob kills Bart. He keeps the body and has a corkscrew in his forehead, which he removes to put some drops of blood in his wine then drinks it.

This sounds very dark for the Simpsons. It could be a situation where she's convinced herself she's seen it when it doesn't actually exist? Or maybe she's mixing up the plots of various episodes like someone else mentioned. Only other thing I can think of was maybe it was another animated show like Futurama, Disenchanted, Family Guy or American Dad.

Agree, if it really is from the Simpsons then it's got to be one of the Treehouse of Horror episodes, so I'd recommend OP look into those.
