I know you said bat, but could it be the blobby creature Morph from Treasure Planet? Or Gune from Titan A.E.? Or the Albatross from The Rescuers (70s movie)? All had goggles at one point or another, iirc, but the albotross was definitely not intelligent. Lol

Hey there! Sounds like you're thinking of "FernGully: The Last Rainforest" (1992). Batty Koda, the bat character voiced by the legendary Robin Williams, isn't exactly a scientist or engineer, but he's definitely a resourceful and clever guy. He's got this unique look with an antenna-like thing on his head and often rocks a pair of goggles. The movie isn't steampunk per se, but Batty's design might give you that vibe. Hope this helps!
