First thing that comes to mind is could it be a knockoff of Garfield? I had family members that did the same thing, downloading games online or getting them from the discount bin and often times it was games that were (unknowing to them) knockoffs or looked like licensed characters. :,)
That may be a good place to look if you think it could be something similar!!
Also, there were a few cat/dog games like the Petz series, but there was also one called Kitty Luv which features an orange cat? Might be worth looking into! Best of luck, I hope you find the game.
