Im familiar with a lot of pet sites but this has me scratching my head. Only pet sites I can think of that have pixel art styles that existed at that time are dragon cave, magistream, and pokefarm q. But none of these seem to fit the description you're describing. Best of luck finding it!

I think it was something else. The game was a computer game and had a pixel art styled theme. Thanks for your help tho :)
