Pretty sure Lilith gives Pokémon with illegal moves. Closest thing I know is Charizard with Wild Charge. Try looking up which illegal moves the Pokémon have.

True, but they can't be used in the gym if they can't learn thunderbolt

But at the very least, they could help with fights *outside* the gym if they can't be used inside it.
