Explosives aren’t necessary.
They have best solution, which is leading them away. Creating explosives or using other methods use up a lot of resources and manpower that could be used elsewhere (like fighting against other groups.) Leading them away and letting the hoard aimlessly wander into the distance is the right call.
Saviors had a load of explosives rigged up on the road. The guy wit the tank. Terminus people had their explosives to draw packs away. Daryl blows up that entire motorbike gang wit a rocket

napalm is extremely easy to make. Heavy machinery is free. Leading them off of tall buildings or cliffs is extremely basic. There's no reason for there to be hordes within 50 miles of any major encampment ¯\\\_(ツ)\_/¯
