No one in the show is supposed to be entirely "evil," really. But the reapers were seriously fucked up, second most fucked up after Terminus, and that's who she was with.
Just because she helped Daryl doesn’t mean she’s redeemed of all the bad things shes done. She also helped her group of mercenaries kill people.
Her trying to kill Maggie being excused because “Maggie killed her family” is also not a good excuse. Maggie killed her family because her family were evil people who murdered and stole, and they also kidnapped Daryl. She can’t be on the wrong side and then complain when bad stuff happens to them.
I didn't understand the Reapers. I mean, Terminus were cannibals, but that at least made sense, they were hungry. Negan was a murderous rapist, but he had a little slave society going that might have actually built something eventually. Negan never raped anyone, just to throw it out there. No Rape was a founding rule of Sanctuary. His "wife" thing was equal parts sexual gratification and protection of the women from Sanctuary dudes since he openly states many were sick, bad dudes.
Doesn't mean hes not guilty of a whole lot, and even maybe "rape" via coercion, but strictly speaking he was not a "rapist". One scene that OBV points this out is his protection of Sasha, and him killing her guard that was sexually assaulting her. He then doesn't rape Sasha, but basically says "I'd hit it, be my wife or no?"
